"Dismal" turnout at the polls saw Virginians pass over former association executive Harris Miller in favor of Jim Webb to oppose Sen. George Allen in November's mid-term election. It was a pretty uninteresting primary to the casual observer, but to me it was quite strange. Webb was a former Reagan administration man, and Miller was a pro-business lobbyist. Both men seem far removed from the Democratic base. Maybe that's what's needed to unseat Allen.
